Bell asserts that a ‘post-industrial society is based on services’: there is a shift from an economy primarily based on goods production to one based on services. (Bell 1974:14,127) According to Waters this service economy emerged in the USA in the mid 1950s and now underpins the economies of ‘much of the Western world, Japan and some of the Asian dragons’.
